Objective
The purpose of the workshop is, first to see if we can reach a consensus on the principal facts bearing on the problem, second to discuss possible mechanisms, and third to see what new experimental evidence would help to decide between these possibilities. No publication is currently planned, and the benefit hoped for would be an improved understanding of the problem and the evidence by the participants themselves.
